1. Register your company
You need a locally registered company to hold product notifications, import goods and sell through retailers and marketplaces.
2. Choose products and a manufacturer
Pick a focused first range and work with a private label manufacturer for formulas and samples. Brightening, sunscreen and hydrating products are popular in Malaysia's climate; check that every ingredient and claim is allowed under ASEAN rules before you finalise the formula.
3. Notify your products to NPRA
- Register as a notification holder in the NPRA's QUEST online system.
- Submit each product's formulation and details, upload documents and pay the fee.
- Sell only after you receive the notification number; notifications last two years.
- Keep a Product Information File for each product, ready for inspection.
4. Get the labels right
Labels need the product name and function, full ingredient list, manufacturer details, batch number, expiry date where applicable, country of origin and directions. Avoid therapeutic or medicinal claims.
5. Consider halal certification
Many Malaysian consumers look for halal-certified cosmetics. Certification is voluntary but can strengthen trust; it requires halal-compliant ingredients and production controls, so plan for it with your manufacturer early.
6. Launch and import
Arrange import and customs clearance for your first order, then launch through your website, Shopee, Lazada or TikTok Shop. Confirm the latest rules with NPRA or a local consultant, as requirements can change.
