The short answer
Most markets don't issue a general "skincare license", but nearly all of them require you to register or notify your products, keep safety documentation, and label products correctly before you sell. The rules depend on where you sell, not where the product is made. This guide is an overview, not legal advice — confirm the details for your market with a regulatory consultant.
United States
Under the Modernization of Cosmetics Regulation Act (MoCRA), manufacturing facilities register with the FDA and renew every two years, and the "responsible person" — the company whose name is on the label — lists each cosmetic product with the FDA and updates the listing annually. Certain small businesses are exempt from registration and listing, but not for products such as those used around the eyes or that alter appearance for more than 24 hours. Products with drug claims, such as sunscreen and acne treatments, follow OTC drug rules.
European Union and United Kingdom
In the EU, every cosmetic needs a Responsible Person based in the EU, a Cosmetic Product Safety Report, a Product Information File, and notification through the CPNP portal before it goes on sale. The UK has its own equivalent: a UK Responsible Person and notification through the Submit Cosmetic Product Notifications (SCPN) service.
Malaysia and ASEAN
In Malaysia, a locally registered company acts as the notification holder and notifies each product to the NPRA through its online QUEST system before sale. Notifications are valid for two years, the holder keeps a Product Information File, and labels must follow ASEAN Cosmetic Directive rules, without therapeutic claims.
What your manufacturer provides
- Full ingredient list (INCI) and formula disclosure for your safety assessor.
- Certificate of Analysis (COA) and Material Safety Data Sheet (MSDS).
- Stability and packaging compatibility information.
- Factory certifications, such as GMP.
Plan compliance before artwork
Label rules (ingredient order, warnings, net content, responsible person address) affect your packaging design. Settle your target markets early so artwork only needs to be printed once.
